Aceess, quality, financing, job orientation, local and international models, sports facilities, etc. are all important issues. Government has to invest more than 15 percent of 4 percent of GDP spent on education which comes to 0.6 percent of GDP on higher education. There are some 10 million Indian educated persons doing well around the world including 2 million in the US. So the system is not as bad as everyone is suggesting. Prof. Altbach is correct though that the policy and system of higher education has to be homegrown and not the dream of transplanting Harvard, Yale, etc. in large numbers in India. As regards contribution of PIO/NRI, we have created a first rate facility at Mrs. Helena Kaushik Women's P.G. College in Malsisar, Rajasthan (www.helenakaushik.org). Quality lecturers and administrators in a rural village is the most serious limitation. Visiting faculty supplemet lectures. Non-profit and private institutions are needed to compete and expand government efforts.
